Presence on the Internet has become imperative need of the users, and developments in the various sectors in the whole world, so now no organization or institution of this development means not valid enough to meet the needs of users, and abandon its role of other bodies, and thus there are many sites which an estimated millions on the Internet for many universities and organizations and companies, unions and professional associations, which aims to provide a range of services to users, these sites objective was not Its specific service to a particular time, but continuity in the provision of services So attention must be paid to services on the Web like the services provided by them on the ground, and why not to incur a lot of expenses and effort in creating these sites, then the work on the site does not end once you publish on the Internet, but it is the beginning of the hard work of maintaining the continuity of quality site which means the continuity of current and future users frequency. Where the creation and design of the website costs a lot of time and human effort to prepare and create website, financial resources and physical hardware and software which required to create the site or to access the Web site. So follow-up and site maintenance are standards of good site, which seem clearly when evaluating the site, and endless only faded site or the end the purpose of his presence on the Internet. Universities are not in isolation from this development but are moving towards the digital age through a presence on the Internet which has become a necessity to meet the needs of users, especially in the process of education and frequent use of sites. Universities portals subsequently will be the only opportunity to provide services to faculty, students, and external community on the Web. University pages and sites must assist users in finding, selecting and accessing appropriate information through easy, clear and uncomplicated interface fit with their needs. So there are a number of reasons that motivate the sites responsible for the universities to evaluation: 1. To make sure that the site reflects the aims of development projects and their University, gives a good and accurate services and personnel. 2. To ensure the quality of information provided by the site in terms of accuracy, Modernity and credibility. 3. To ascertain the extent of the ability to use the site, and its appropriateness to the needs and potential of users. 4. Evaluation is part of the nature of any act calculated to have continuity and evolution.
