Master Abstract

Summary Internet of things "IOT" is considered one of the technological updates Which faces the current era. Thus, many countries decided to exploit these techniques from different aspects of life. No doubt that it is full of Avery huge set of technological potentialities which can be useful in libraries and information organizations. The current study aims to analyzing the status of The Egyptian parliament library. This is done to discover the ability to deploy internet of things to develop information services inside it and transform it into smart information organization and what is needed to be aware of its readiness and to implement internet of things techniques. Also to know to what extent the people who work on it to adopt such techniques. The study depends on descriptive and analytical approach by using a group of tools such as: questionnaire, review list and interview. The study's community included the employers in library of the Egyptian parliament who were about 66 employers. The study come to several conclusions such as: The library of the Egyptian parliament doesn't deploy IOT technology in providing information services inside it. Secondly, the awareness percentage in the technology of iot for the employers of the library of the Egyptian parliament is low (45%). Also RFID technology came first in the internet of things and was accepted from the study's community for its importance and the ability to benefit from it in developing the information and knowledge services provided by the library with the percentage of (60%). The study also gave recommendations to the library of the Egyptian parliament for the importance of being in touch with the modern technological updates and to benefit from its applications in developing its services and hold courses and seminars for the employees of the library and the people who benefit from it, to increase the awareness rate with the technologies of iot and its role in reinforcing the libraries services with the importance of putting strategic and executive plans before preparing a project of utilizing the technologies of iot in developing the information services in the library and to make a feasibility study for the project, its profits and to fix the aspects and divisions inside the library which will be deployed according to affixed time frame to guarantee its success. The study has recommended also the higher authority which supervises the library to start recruiting project for the technologies of iot in the library. The study gave a suggested view for the planning in order to deploy the iot in developing information services in the library through 8 stages for implementation including all what is needed however it is technical, financial or any other equipmen

Information Technology Governance and its Role in the Development of Central Libraries in Universities in Egypt A Field Study with A Proposed Conception in the Light of Global Standards

PHD Abstract

The growing reliance on information technologies in academic libraries has made IT governance a critical necessity, requiring continuous evaluation of implementation practices. This study seeks to explore the current state of IT governance in central academic libraries in Egypt, including those at Cairo University, Helwan University, Ain Shams University, the British University in Egypt, and the German University in Cairo. The study employed a mixed-methods approach combining field research and comparative analysis to fulfill its objectives. Data were collected through questionnaires and interviews distributed to the study population and sample, resulting in 232 valid responses for analysis. The findings revealed a significant absence of defined principles and structured policies governing IT practices within the sampled central libraries. This gap reflects the lack of an organized institutional framework for managing technological resources and digital data. Moreover, 51.7% of the surveyed staff indicated no prior knowledge of IT governance, suggesting insufficient awareness and understanding of the concept, potentially due to administrative and contextual limitations within the library environment. The study strongly recommends that central library administrations across Egyptian universities conduct targeted training workshops to raise staff awareness of IT governance concepts and implementation strategies. Building on the COBIT 2019 framework, the study proposed a comprehensive IT governance model tailored to the context of the participating libraries. This framework emphasizes institutional structure, risk management, data protection, and technology quality assurance, aiming to serve as a practical reference to enhance resource management and policy compliance. An actionable strategy for implementing IT governance was also introduced as part of this framework, specifically designed for the central libraries examined.
