The study discusses several problems : The increasing flow of information inside the governmental and non- governmental bodies which become a basic trait of our information era imposes a necessity of having a special administrative body working with in a comprehensive electronic information system in order to facilitate the use of information any time and in any from the user demands, and The disability of the traditional information systems to meet the needs of the information centers user , and The lack of awareness of the importance of information technology inside the information centers the sample of the study – the thing that led to its weakness and distance from the role that has been established for.
The study aimed to Identify the blockages that hinder user in dealing with information through traditional information systems, and Identify the concept of integrated electronic systems, and objectives, and the advantages that integrated electronic systems provided to the users, and Displaying some systems that are used in managing the documents, and knowing the actual position of information centers the sample of the study.
The study depends mainly on the field survey together with the descriptive method in collecting data around the sample of the study and in analyzing these data to reach the find results of the study . the study also depends on case-study which includes 12 case.
The researcher has divided the study into four chapters in addition to conclusion, recommendations, and appendix as follows: The first chapter : the need to information and the development of traditional systems. The second chapter : The comprehensive electronic information systems and its characteristics. The third chapter: The electronic systems for managing documents and information. The fourth chapter : The actual nature of the information centers, the sample of the study.
The researcher has reached certain conclusions that can be summed up as follows: The incomprehensive development of information services inside one governrate in addition to the waste of efforts and resources devoted for such developing , Some bodies refuse to invest in developing information systems giving secondary importance to this development and consequently appoint limited resources and budget to it, The absence of communication carols among centers which requires setting general policies and directions for developing information centers systems in the governorate considering the privacy of the user in each centers, Information centers , which are the sample or the study , have turned into fragile administrations in a way that some centers , work doesn't exceed the process of writing the files of to the directorate which the center belongs to .?

Records Management of the Egyptian Government Electronic Portal: An Analytical Study

Records Management on The Egyptian Electronic Government Portal :A Case Study
The recent years have witnessed radical changes; owing to the massive and rapid technological developments in different life aspects; especially in the business field. To talk more specifically, the most important change is that the society no longer depends on industry, machinery and energy but on the information technology and knowledge instead. This can be attributed to the fact that when the organizations become able to manage its own contents it can attain progress easily. Based upon the aforesaid, This study seeks to fill the research gap of how to increase and manage the informational content on the electronic governmental portals (web pages) in terms of the international standards
The study derives its significance from handling the e-document management topic as a novel and modern administrative approach and its effect upon development of the electronic governments' performance, as well as analyzing the actual reality of the document management in the electronic government's environment in the light of the approved international criteria in this regard, such as ISO 15489 and Moreq criteria and finally raising the service level presented to the beneficiaries through submitting the digital content appropriate for their needs in the adequate time frame with the proper form on the Internet.
The study sought to analyze the actual reality of the document management on the Egyptian electronic government portal determine the strengths and weaknesses with regard to the e-document management in the light of the approved international criteria in this regards; in addition to measuring to what extent the beneficiaries get theirs benefits from the content and the available services on the Electronic Egyptian government portal.
The study used the case study approach basically in gathering the data regarding the study status which was to be handled through this study; as well as analyzing such data with a view to reaching the final study findings.
The study came to numerous conclusions, most important of which were the following: absence of the scientific approach in managing the digital judicial files on the Electronic Egyptian government portal, incompatibility of the life circle of the judicial files available on the Electronic Egyptian government portal with the approved international criteria such as ISO 15489 and Moreq criteria. More than 210 individuals in the study sample community (nearly 70%) counted upon the Electronic Egyptian government portal with regard to obtaining the information and the services; however nearly 90 individuals in the study sample community didn't use the Electronic Egyptian government portal and counted upon the traditional sources for obtaining the information and the services. There are statistically significant differences between specialists and non-specialists in favor of the non – specialists at significance level of 0,001 in using the gate.
Finally the study provided some recommendations, most important of which were the following: necessity for the national archive to get involved in the construction stage; in other words, those in charge of the administrative document management must supply the electronic record developer s with the appropriate instructions; in order to ensure that records are integrated, reliable and safety, expansion of the services provided on the portal and doing a field survey for all society classes; in order to determine the most desirable services which must be provided on the portal and finally the necessity of issuing the law of information availability and reciprocation in the Egyptian society as is the case all over the world.
